These reports are produced primarily on the basis of field interviews with local managers who are responsible for managing 28E agreements for their city, county, fire department, or school district. Agreements were selected for in-depth field interviews on the basis of returned 28E surveys and other factors important to sample selection for a specific type of public service (e.g., economic development). Each report discusses multiple agreements used for a type of public service.

Report authors are graduates of the MPA program at Iowa State University and the project served as their final capstone project. All management reports adhered to the same basic research design, including a loosely structured interview questionnaire and an informed consent document approved by ISU's Institutional Review Board (IRB).
