4. Know the procedure for issuing a provisional ballot.
5. Understand how to handle a spoiled ballot.
6. Know how to work with individuals with special needs including curb side voting.

Divide Precinct Election Officials into groups of two and have one be the voter and one be the Precinct Election Official. The Precinct Election Official and voter will go through the entire provisional process together and then switch spots and do the process in the opposite roles.
